amnesty?

i read in the paper yesterday that they are having a meeting next week to offer a one-time shot at amnesty to local graffiti artists. in exchange for turning themselves in and cleaning up their work, local graffiti artists avoid prosecution and jail time.

i guess its a catch 22.

would you get caught if you didnt?
